how do i know when there ready to flower

U should let ur plants Veg for about 28 days a least from then on you could see how tall you want ur plants to grow. I recommend u grow them about 1 foot in (VEG 18/6)
because ur using CFLs and not many at that.. You will have no penetration of light to hit the bottom of ur plants if u grow them tall unless u have lights at the sides. You should know that plants usually double in size from the time in Veg to the end of flowering so if u start 12/12 with ur plants being about 1ft tall at harvest time they should be around 2ft tall. so good luck and yea get ass many lights as possible get the highest watts in those CFLs and make sure u get the right color spectrum needed for the VEG stage and Flowering stage...... goood luck
