It isn't uncommon for a dealer to sell PCP on top of shitty weed or leafy material. The buyer generally knows what they are getting though.

Cocaine HCL burns rather than vaporizes, so if you smoke cocaine in its salt form you're wasting a lot of it. Crack, or cocaine freebased with baking soda is much more efficient for smoking. The point is that cocaine isn't a drug to be wasted, if anybody wanted to 'lace it' with weed they would freebase it first so they don't waste money.
