try a big 125-200w cfl with a reflector and bulb socket like the ones hps lamps use. Buy one light bulb for veg(6500k) and one for flowering (2500k). The k is for kelvin it refers to the color of the light spectrum.

Or you can go at any hydroponics store and buy a used hps kit(~100$), most place will sell you used equipement if you ask them. Use it 18/6 for veg and 12/12 for flowering. Hps bulb are not the best for veg cycle, but you will barely notice the difference. Commercial growers never take the time to switch to mh for veg and hps for flowering. they just use the hps lights all the way.
buy 400w kit or 600w not 1000w too big for your setup.And used 250w kits are rare but not impossible to find. note: you may need to assemble the kit, some store only sell used parts and will charge you if you want them to assemble the kit. But it's safer that way.

You will see that the buds are mature when the hairs from the bud start to turn brown, wait untill ~50% of them are brown and harvest. this is one way of knowing. More experienced growers look at the thc with a magnifying glass to see if it's ready.They look at color(clear,foggy or amber) and the look of the resin gland(small mushroom like resin formation) it self. And then depending on growers preference they decide if it's time to harvest or not.
