Should I focus on veg or flowering at this stage?
For ph I'm not sure I got a couple gallons of water from tap and let them sit out for days without caps occasionally i'll spray straight tap but luke warm to get maybe some of the nutrients (if any) in fresh tap. I'm gonna work on both I have 2 different spots lit up right now one for seedlings 5 or 6 are germinating in plates and paper towel just started those a day or 2 ago. and i'll those veg until i sex this plant. i'm sure it's a male i see little ball/lumps just starting to form.

No good, Tap PH here is 7.5-8.2 even after setting out. Get the dropper test and whatever you need to adjust PH (there are household methods, but I'd suggest "PH UP" or "PH DOWN"), it's not much and will save your plants for the better part of a year.
Bad inbound PH can wreck a plant in a week or so, Focus on the basics before going all screwy with experimenting.
I know you want to get more lights,.... but here's how your shopping list should look
1: Ph test kit
2: Timer
3: Lights

I'll have to look around for a kit usually that stuff in Michigan is found near pool isles which are seasonal around here since we have 2 feet of snow at the moment. But I'm gonna get on it timer won't be too necessary now that i'm getting my questions answered I'm working on a schedule that will be okay with me as well I'll turn the lights on real early and I'm not gonna worry about flowering right now I'm gonna let the plant veg and get some more leaves back and maybe a week or 2 begin flowering again. I'm on 18/6 and I'll be doing 12/12 with flowering but these numbers still kind of confuse me can I run my 12 hours of flowering during the 18 hours of vegging? or should I go one day 18 vegging shut off for 6 hours then turn on the flowering for 12. let it have 12 hours of complete darkness then after that 12 hours rinse and repeat with vegging again and just continue on that cycle? or once I start flowering should I not worry about vegging at all and just do 12/12 a day?

To flower, you need 12 hours of complete uninterrupted darkness every night. It's very simple, 12 hours of light, 12 hours of dark, repeat until harvest. Once you start the flowering light cycle (12/12), do not change it.
If you want to have some plants vegging and some plants flowering at the same time, you need two separate grow areas on their own lighting schedules (one with 18/6, the other with 12/12).

Thank you bigtopsfinn! I'm gonna veg this hurt plant for another week or 2 without any flowering to let it re-heal a bit, unless i can determine it's sex soon and find out it's a male/herm. Last question for now! How long can I let a plant grow in a tupperware dish as shown in the attached picture mine are a little longer the ham/turkey dishes you can buy at krogers/meijers.

If your plant is already in one of those Zipplock tray's,... it had better have holes in it for drainage, and how long you can keep it in there will depend on the size of the container! ;)
