Mass is a great place to live, but it is pretty expensive. However, I think the job market is pretty good, especially in the city. There are some nice apartments for pretty cheap for students and everyone else. If you want urban, check out Allston/Brighton. They're in the city of Boston, are fairly safe, and chill about smoking (mostly young people there). Allston is more urban, brighton is more 2-family houses.
As for Surburbs, Metro West (of Boston) is really expensive ie Newton, Wellesley, Wayland, Weston, Brookline, ect. However if you go across the river to Arlington or north (but not into the dangerous towns), there are some good/cheap places to live with good schools and public transit.
edit: Boston is great IMO, but some of these other places sound great, too! Good luck and keep us updated!

Check out Columbia, MO. It's a pretty cool town. Small, pop 100,000. College town. Clean. Posession of up to 35 grams of cannabis is not an arrestable offense. You'd probably be cool growing there. They don't really care about cannabis. When the new law was enacted, only like 5 of the first 100 people given citations were even prosecuted.

I live in Minnesota, that being said I've spent a great deal of time in Wisconsin and I think the entire northern midwest is a beautiful area to live in, too bad Canada isn't closer! Cheaper, better green :) The nature and things you can do all season such as going out on the lake soild or liquid, the vast country sides around most cities are amazing.
Madison is a cool little town, but it is as long as it is wide, I've never stayed anywhere outside of girlfriends dorms. Milwaukee is supposed to be pretty chill to and it isn't too far away from Chicago in retrospect either... But you're already leaning towards MA so...
