Yes, that staement makes sense (original thread post). The thick liquid they are referring to is called Oil. Now, most people make oil using either butane, or isopropanol, both which have a high % of alcohol in it. To extract THC, you soak the material (plant or hash) in the alcohol, and it compresses all of the THC into a small amount of this thick liquid, known as oil.
Making a green dragon then boiling down or burning away the alcohol will leave you with this high potent oil. It can be smoked alone, or spread on top of a bowl, or smeared evenly on a paper for an extra kick.
If you want to make this oil, it is quicker using either butane or Iso. Making a green dragon takes a few weeks. Using either the butane or Iso, takes about 15min.
Keep in mind that alcohol is flammable, so if you are going to boil away the alcohol for an extract, do it outside. The fumes can build up in your house and with a simple spark, ka-boom.
To make a green dragon most people soak it in a 40% alcohol content drink. Using Iso or Butane, mainly Iso, has a 99% alcohol content in it, so the results are even better than using a 40% hard drink. And no, Iso is not drinkable and you cannot get drunk from it. They add something else to it just for that reason.

Way back when I was a young hippie, we used to save the stems from our $65 kilos and put them in vodka. After soaking for a week or two, we'd remove the stems and evaporate the vodka down (this was San Diego with warm weather) by setting it on the fridge with cheesecloth over it to keep out the dust. Eventually, someone would remember it and an ounce of pot was mixed into the last of the vodka. That would be dried and we thought it made the pot a bit stronger.
