Wont stay lit

OK once again this weed was so dry that when crumbeled it turned to dust. It was rolled with Zig Zags, no filter and was hand rolled rather loosely. I have since tried smoking it from a bowl and I have to light it every time until it is completely gone.
The farmer is very upset. This was his first crop and he can't get it to burn. What could have caused this? 3 plants and they are all like this.

Definatly needs to be dried more. Thats the only thing I can come up with
