The only thing a plant produces to protect itself from drought is resin and wax. Like the leaves of a jade plant- notice they are waxy.
Some plants grow HAIRS to protect themselves, keeping an insulating layer of still, moist air close to the leaf/stem surface (look closely at the stems of cannabis for example, or at a lamb's ear plant).
