YA man, I've spend about 1000 on my grow but i've made a few bad purchaces. ' for that budget this is what i would do.
1000W HPS
400W-600W MH
create two separate areas. Mylar that shit up. And make sure you invest in a good vent system (they cost a lot). with the vent system make sure you get the cooling tubes around the lights so the heat is taken right out of the room.
I dont know how much you can harvest with that much light. But i'd say just build what you can (with space and coin) and see how much you get cuz it'll be a lot.

I am planning on calculating up how much total cubic feet of air I have in the final room and plan on moving that entire volume every 10-15 mins.
I read that should suffice for most rooms in general.
I'm going to look at the other seeds that I am trying to sprout tonight. Already had 3 sprout and put them in some soil. So wish me luck.

hmm, would 10-15 min be enough, I dont know what my fan blowss but it keeps it around 80 f

there is nothing wrong with using soil and many prefer it over hydroponics. plants can grow equally well in both soil and a hydroponic system.
this has nothing to do with sog or scrog as they could be done in both soil and hydroponic systems.
dont recomend doing a scrog while they can increase yield it is more appropiate in small gardens or cabs with smaller lights it is definatly not something you would want to do on your first grow and you may not ever want to do one.
sog is much easier it is just basicly growin a plant in soil or hydro wich ever you prefer while you are using clones instead of growing from seed there is a reason your using a clone you will know all plants are female and its already mature and can be flowered while it is still very short.
while it may take you a little while to get good at cloning it isnt that hard to do.

If your goal is a QP/month, a 400 watt bulb can do that for ya, at much less cost than a 1k light. I generally get about a pound every two months with a 400 watt light accented with a few CFLs, growing in soil and ScroG'ing, and using a cabinet rather than a whole room. If you live in a state where punishments are related to number of plants, ScroG is safer than SoG, as the number of plants you have growing will be lower.

Buy used equipment. There are always people who's misfortune (police or landlord or whatever) enables you to pick up great gear for cheap. We just finished an extra little closet under a bunk bed, that measures 4 feet by 7 feet. Its completely sealed, with an 8" exhaust fan (pulling air from 2 6" hoods) and 6" intake fan, ducting, Y pipes, 2 1000 watt air-cooled HPS lights, a carbon filter, 2 circulating fans, 2 4'x3.5' planter boxes, 2 bags of Fox Farm Ocean Forest, a nice pile of nutrients (micro, grow, bloom, bud juice, growth excel, and vita boost), a watering wand, plastic sheeting, mylar, a 5 gallon bucket for mixing nutrients, CO2 tank and CO2 regulator, and 60 clones. All for under $1000. Obviously I didnt pay anywhere near retail for any of this, but it was all from random people, none of it from friends. The clones were quite a steal, 60 of them for under $200.
Anything is possible. This box cost more then a regular room would too because you wouldn't need $150 worth of wood to build it.

I'm on hold till mid OCT to actualy start the build, but gotta do lots of digging :)
I'm thinking about buying those premade sheds they sell at home depot or lowes, found a nice 8x8x8 that would work I think with some mods like air, mylar etc.
Would I have space to do a 2 grow room area setup using x watt MH and x watt HPS ??

while a shed outside would have room for 2 grow areas you will run into other problems like excessive heat or even cold depending on your climate and then you have the electricity issue while it could probably be wired and a breaker box installed inside it you dont want to use a bunch of extension cords, possible a security issue also if you have neighbors near by they may be wondering why you spend so much time in the shed.
your basement is a better choice if possible.
