ya around me the guys at the headshops tend to be really uptight and also iv heard of police waiting around headshops to make some "routine traffic stops" like my friends brother bought a bong and the cops harassed him and shit but couldnt do shit... so i guess it depends on where u live
when i was under 18 i was always able to buy and you could just go to china town i brought this mini bong there
i've been in one headshop that carded me once, and then told me i couldn't buy anything (it was when i tried to purchase a bowl) and then the next time i went to the same shop, they didn't card me at all and even gave me some free stuff.
