I have almost put my plants into hybernation by lighting with flouros and lowering the temps.
Other than the stuff mentioned above, you could move your lights far away and lower the temps as close to freezing as possible without freezing. I've never tried this with growing plants, but I've hybernated cuttings in the refregerator for 8 weeks.
Do you have an old air conditioner around? You can use mine out in the shed.

But he may be willing to put up with a little stretch to slow the plants down. Moving the light up will slow the plants down. I think that was the goal here.
What?! What do you mean by slowing them down? If they are stretching because they dont have any light It will make them unstable and it will not slow them down. I like the smoosh technique though its probably unrealistic... What you need to do is set them in the sun somewhere while youre gone. Preferable in a window or somewhere air conditioned. If not CFLs are usually quite cool and wont burn the plant until it is RIGHT up on it so you should be fine. I'd prefer alittle burnt leaf to a unstable plant that youll have to string up because it stretched so much...
install an ac unit and keep it at 68-72 degrees the cooler temps will slow down photosythesis. Just to let you know.
