plants bending

i dnt kno why one of them is so small.. but i recently burnt the tips of the leaves.. this wnt do too much harm will it? when shud i be thinkin bout replant'n them into a bigger pot?

any suggestions plz..

starting inside and moving outside is a fine idea. I did that once, put it outside and forgot about it for 6 months, came back in october and found a HUGE bush. PRETTY SWEET!
