Top seed sites for USA customers?

damn server being busy got me with a double post

pro8: He sells seeds, ok. But what his customers do with the seeds is not on him.
They are legal until germination right? As seeds they have no THC.
I believe in some states that you get charged with a count for every seed you have..i.e. 500 seeds =500 counts
