the people are likely exaggerating their high. if not, they may have a naturally low tolerance for weed. ive run into one or two people who will only need 2 or 3 good hits of mid to get really high.
it doesnt really matter though, if theyre feeling great its nothing to complain about.

i get high of 2 hits no matter what

2 hits gets you high, you could smoke one bowl a day and be high your whole life. thats sweet
