it sounds to me like dude was just smoking resin from his pipe after he cleaned it, and it will get you high if you've smoked really good shit....you have to smoke a lot of it if it's not very good shit, i find that it has a lot less thc and a lot more other chemicals than the weed itself....don't believe me? boil the resin in some water, almost all of it dissolves...

leaving a few drops of water in a (small) bong will keep the resin from sticking to the walls, and it cleans up out of the bong a lot easier...
