i have them on 24/0 right now when should i switch to 18/6?

normally one would use a light schedule of greater than 16 hours of light a day and stay with that until they go to bloom cycle. I've seen great commercial grows using either 24/0 or 18/6. Take your pick, or change half way through, if that's what you want to do.

next question at what point should i put them under my 1000w mh?

Until they are quite a bit larger the cfl lamps should be fine, what size are these cfls?

at what point should i put them into bigger pots?

Just check your root base weekly . When you start to see more root circle around the root ball its time to change to a bigger pot .

how about when should i put them under my 1000w MH?
