When you want the plant to flower, you have to give the plant 12 hours of uninterrupted darkness (hence, the 12/12 cycle). 12 hours of light, 12 hours of dark (so dark that you cannot see your own hand in front of your face).
Getting the right type of light will help (6500K for veg, 2700K for flower, or thereabouts), but the most important are the dark cycles for flowering.
As for the UVB, it's something to experiment with. Some say they help with trichome production, but then again they are dangerous for the eyes.
I'd really focus on getting the basics down right now. More lights (150w+ of cfl's), making sure the plant gets fresh air, at the right temperature, and getting the right nutrients for veg and for flower.
As for your original question, it depends on how much space you have. Also bigger plants require more light, more nutrients, more air, ect.

Like I said just experimenting my first plant I have more seeds germinating right now because this one I think I stressed it. I had some odd timing light cycles going with it due to not being home at the right times to get the lights off and etc. Just getting the answers to my questions I came to confusion to figure out everything on my next serious grow(s)! Thanks for the help. I'll probably be posting and asking more questions I might try just a uvb bulb and see what that does to my seedling.
Simple solution to the light cycle thing. Get a timer! ;) They're only like $12 @ home depot. Plugs into the wall socket, you select the time it powers up, and powers off, and plug whatever you want into it! ;)

yeah I'll get to it I need more reflector lamps and bulbs I only have 2 natural whites (reveals) and 3 or 4 soft whites.
I hate to say scrap a perfectly savable plant, but if you've got more seeds and limited budget, start more seeds and get the timer! Seedlings will be fine with your current lighting,... then while they grow in you can get more light.
Also, if your not monitoring your inbound PH go get a droper test kit,... it's like $5 at any hydro store or can be found in fish stores too. Not as good as a PH Pen, but better than a sharp stick in the eye! ;)
