There are several places where you only get a small fine and no record. Most places have diversion programs too, where you attend a class and go on probation for a year and get no record. Take the opportunity if you get it, a record can ruin your life. From

Oregon :
allows 1st time busted people to go into a diversion program and have record cleared after a year probation.
NY:
"Possession of 25 grams or less of marijuana is punishable by a fine of $100 for the first offense. For the second offense, the penalty increases to a $200 fine and for subsequent offenses the fine increases to $250 and a maximum of 15 days in jail time may be imposed. P
GA:
Possession of less than one ounce of marijuana is a misdemeanor and can be punished by up to one year in jail and a fine of up to $1,000. However, upon a first drug conviction the offender may be placed on probation, and upon successful completion the proceedings against him may be discharged
Maine:
"Possession of less than 1.25 ounces is a civil violation, punishable by a fine of $200 - $400."
Nebraska another state with civil citation (no crim record):
"Possession of one ounce or less of marijuana is an infraction, and the offender receives a citation and is subject to a $100 fine and possible referral to a drug education course for the first offense"
Ohio another state with okay laws, but the catch is you live in ohio (joke)
"Possession of less than 100 grams of marijuana is a citable offense only, with a fine of $100. No criminal record is created by such citation"
Mich:
100 if you get caught smoking, 2000 for possesion (makes no sense?). But diversion available
Alaska
Up to 4 ozs in your home, no penalty, no record.
