I am the plumber at my house, I have access to a snake at work. I do put it in slowly not all at once, then I follow up with lime juice to kill the smell and help break it down faster.
as with most laws concerning public domain it is up to the state in wich you live. in some states since that little strip of grass on the curb is your property, no its not public domain. but most places agree that once its on the curb it fair game. so never ever put anything incriminating in your garbage.
800- 1000 watts? that sounds pretty hot and i would be more conerned with the heat. especlly bein in the attic. my water lines to my kitchen sink run thru my attic and my cold water comes out just as hot as my hot water in the summer.
even though they say a search warrant is needed, if they fly over and "accidently" look at your house im sure they could find a way to get a warrent.

Here in Oregon, Its legally still your trash up until the point they drive away with it in the back of their truck.
As for the Lame ass cops, don't worry. If you don't have any warrants, or a reason for them to be looking at your house , and don't give them one. You sir are "Gold!".

I think the searching trash cans issue has more to do with "expectation of privacy" than anything else. If your trash cans are in your yard, you have an expectation of privacy. If they are out on the street, you have no expectation of privacy, regardless of who owns the land the trash can is sitting on.

with the patriot act still in effect, i think anything goes unfortunately. if the man wants you bad enough he doesnt need warrants or permission, and you can thank george bush for extending that. :( oh george, what have you done?!
