A switchable ballast is just that, you can switch from MH to HPS bulb, just flip the switch and change out the light. A HPS conversion light would go with a MH ballast, and vice versa. In the long run the switchable is more cost effective cause conversion bulbs are more expensive and don't last as long, they also aren't as efficient. But switchable ballasts are sometimes expensive.
I've seen folks use HPS for the whole grow and they look fine. They run a little cooler than MH, but in an enclosed box of that size it'll have to be air cooled and maybe you'll need 2 fans an intake and an exhaust. If it gets too hot the plants will die, try to keep it around 75-80 degrees. I'd say the 1000 is overkill, a 400 or 600 would be just right, cheaper to run, easier to cool, a 600 will be 50 watts per sq ft, which is what most reccomend. everything has to be in balance, amount of CO2 available, light, water, nutes. Just make sure you can handle the temps someway.
