That is very strange, but more importantly, your plant is VERY stressed. It has multiple issues that are probably going to significantly affect yield. Because there are so many things going on, I'm not sure if I can diagnose them all correctly, but it looks like you have some nute burning, heat stress, pest problems, and water deficiency (I would suspect that the water is evaporating too fast). There is significant yellowing in many of the fan leaves, and the general color is not nearly as dark as would be ideal. I would first get the pest problems under control ASAP. Also do a deep flush with water, and then flush it again. Don't worry about oversaturation at this point. You want to get rid of any toxic levels of anything built up in there. Plus, the pigment is so light that a little extra water will help with the turgidity.
As for the buds - they still have several weeks to go. You aren't immediately near harvesting as far as I can tell (hard to give an exact date without images that are magnified). You are probably going to have to harvest the lower buds first, because the apical cola, well it really isnt even a cola yet, is going to take much longer. The reason the top is having such a tough time is due to how stressed the plant is. It is putting energy into just keeping itself alive up there instead of going into flower.
What is your water and nute schedule, and what is the ambient daytime temperature where it is growing? How about humidity?
