Steam Powered Users Forum. It's for a system called Steam, you can buy games through it. I'm a member over at their forums in the off topic section. The community is pretty notorious amongst gamers and other particular forums. This animation used to be a sticky or heavily spammed by the mods there because so many members ignored the rules.
