DUH... its not free parking... he passed go... and maybe he landed on property that wasnt owned... because board walk is right next to GO....

but why was it raining? my opinion is anything that isn't essential to the riddle should be emmitted for brevity's sake; is there a reason for the rain? or is it just a red herring?
