Getting paranoid when high
Heh, paranoia as a possible effect of smoking Cannabis goes passed "cops" or "noise." Lots of people get paranoid when they are not used to it, or smoke more than they're used to. Paranoia can be a range of things, like "Oh no, I think my heart is going to stop, call 911." or anything, really. I've had one paranoid high, and I thought my heart was going to stop, or blow up. It was my first time smoking, and the feelings were too overwhelming. It's just a matter of experience. You can talk yourself out of paranoia. I had a slight paranoia a couple weeks ago... thought I was going to pass out, but I talked myself out of it, so I don't consider it a paranoid high. It just takes experience. Also, usually the paranoia can come from sativa strains (the real cerebral head highs).
For anyone out there who gets paranoid, just keep smoking, and you'll learn to control it.

What weed does for me (besides getting me high) is increasing the sensitivity of at least some senses. I can hear and track sounds better while high, for instance.
My theory is that this increased awareness is the cause for the paranoia when for instance I'm walking back home while high -- I can hear the wind clearly, my own steps, the water tripping on the plants etc, and maybe that's where it comes from -- you're dealing with more (and unusual) information which is not "registered" as a pattern.
Dunno if that's the kind of paranoia you're talking about, but that's how it goes for me.
Actually, when I thought about that, that's how it sorta is for me too... it goes away with tolerance, but especially when I first started, I realized I seemed more sensitive to things. Good theory.
