It is ironic, those who you the word ignorant improperly do so because they themselves are ignorant. I actually see a lot of words used improperly here, and the times you see it happen most often is during episodes of chest beating. Someone's trying to show how tough or smart they are and they only come across looking foolish.

The term back when I was younger was "bogus". Pretty much just a synonym fraudulent. Does anyone use bogus anymore?

People I know are too stupid to know what ignorant, or most other words, mean.

Ignorant is not the same thing as stupid. A smart person can be ignorant about a lot of things; in fact, we all are. I'm ignorant about Ethiopian culture, about the contents of the Andromeda Galaxy, about the financial success of silver mines in Chile, about the rules of advanced calculus, about the number of hairs on your left ass cheek, and about the evolution of the polio virus, just to name a few things. These are things that I just don't know a whole lot about. The knowledge is out there, but I have been ignoring it in my pursuit of other things in life, so I am ignorant with respect to such information. However, if I took the time to study any one of these things, I'm sure I could understand it, so I'm not exactly stupid.
In short, ignorance always refers to one's lack of current knowledge about a particular subject, while stupidity refers to one's lack of mental ability to understand a subject.

It depends on the context. If somebody calls me an ignorant person, they are implying that I don't have a lot of knowledge in general, and that would be an insult. But if they were merely saying that I was ignorant with respect to a certain body of information that I don't know, then of course that isn't an insult, it's just a fact. Ignorance is nothing to be ashamed of, as long as you're not ignorant of something that you definitely ought to know by now. Recognizing the extent of your own ignorance is the first step towards increasing your understanding of the world.
