Once the Japanese made up their mind to attack they were not turning back. They were going to attack Pearl Harbor come hell or high water.
How about this for strategy, if the US knew of the attack they would have met the Japanese attack force and attacked them first. If the US knew that attack force was out there that would be reason enough to enter the fray. But no it's a much better idea to let your Pacific fleet get hammered as well as let many Americans die. Nice thought process.

Not exactly correct. First of all it was smallpox. Secondly, biological warfare was used during the middle ages (if not earlier) when attackers would lob diseased carcasses over castle walls with their catapults. Sickness would spread inside the castle forcing surrender.
