The word "marijuana" or "marihuana", depending on your preference, was used to denigrate the plant and the
Mexican immigrants who grew it for fun and profit back in the thirties. William Randolph Hearst, Sr, was on a campaign to oust Mexican immigrants while at the same time bad-mouthing their herb of choice. This served two purposes: to criminalize the Mexicans while at the same time casting a reefer madness spotlight on the herb itself. To this extent, Lip is right. And to the extent of Hearst's slander, we find it to this day.
A good reference for historical accounts is The Marijuana Papers by David Soloman, published in the late sixties, and is probably around today in some used book stalls or libraries.
This is for Hearts :S4: May he burn in hell.

Get your facts straight kid.
I don't want to beat this to death, but here's a direct quote from a site on Hearst:
Starting with his role in the Spanish-American war, when a Spanish army captured a timberland wood belonging to Hearst, he nurtured a deep hatred against "those lazy pot-smoking Spaniards and Mexicans." In 1936-38, the Hearst newspapers led a fierce campaign against marihuana (probably for the first time introducing this word in the English language), claiming it led to violence, and laying the groundwork for the American drugs policy of today.

Yeah, man. You really do tend to start a lot of fights. You should really just relax, honestly. People come here to have discussions/debates, not flame wars. Almost every thread you post in seems to end in one.
Harry J. Anslinger wasn't racist, well at least to the extent of my knowledge. What I do know is that the South-Western states did not like Mexicans because they did cheap labor. At this time you have to realize the Great Depression was in session, since Mexicans worked cheap Americans were not getting hired so they became racist. During all this Mexicans smoked Cannabis and they themselves called it Marijuana. So with a mixture of all this crazy shennanigins, the South-Western states urged Harry to do something about, they used to Cannabis as a scape goat saying it made Mexicans commit crime and things of that nature. So the states decided to prohibit Cannabis, so the Mexicans would be driven out the Great ol' free United States of America. Since Mexicans called Cannabis Marijuana the media used the name as a way to make people realize Mexicans used this stuff. The hatred for Mexicans, Black Jazz musicians, and a naive Harry lead to the Marijuana Tax Act of 1937.
Smoke.
