Are they ready for harvesting?

ok so here are my 2 ww at 7 weeks of flowering, i want to know if they are ready for harvesting, but i'm not sure if you can see on the photo, but some of the pistils on the top are still white, but i would say the majority have now turned brown. Idealy i want to pick the top buds and then re-veg the bottom half because i flowerd it to early and i want a bigger plant, i want to know what is the best way of doing this and can i take cuttings from the bottom and plant those? any comments much appreciated
