Can you help design my room?

This is going to be done in a basement of a friend's rental house. We will be using 2 rotating gardens that hold around 280 plants each (bonzai, gi grow or omega, which is best?). Would we be better off using 2 1k lights in each one or 600's? This basement is 20X30. We will go ALL OUT, no corners cut. I mean I want to get some feedback on everything from ventilation, co2, electric, heat, a/c. Sizes and brands of everything. I don't totally understand the whole thing about venting air out of a sealed room but ready to listen! I had luck with only 60 plants in a bonzai w/ 600's on my first grow. Only thing is the motor messed up and I have to turn by hand and the company has new ownership and I can't get any parts for the old machine. Any help or ideas will be appreciated! Am I thinking right about having separate a/c and heat source? Is there something that does both along w/ regulate humidity? I need to learn all I can because I am going to have a lot of money in this.

Or any other systems that might work better...

ROFL When I saw the title I immediately thought about 'Trading Spaces'!
That would be so much fun... while your neighbor is redecorating your living room, you are turning his whole house into a grow op...hahaha they should make an episode like that!

If money was no object and you didn't want to go over 4k in lights what would you do? Soil or hydro? Rotating garden or aeroponics? etc. Any suggestions?
