Trouble Uploading Pics

Can anyone tell me why when I try to upload a pic it times out and says this,

"The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

Any help is greatly appreciated.

Do you have some sort of firewall or pop-up blocker enabled?

There is one but I can't turn it off because its my gf's school computer, and for some gay reason she is not the administrator. I can make exceptions for certain programs though. Does anyone know wat program I need to make an exception for?

Anyone know how to override the firewall on a computer if you dont have administrator priveleges?
