WWYD if you had...
A 400watt HPS setup in and area 2'x2'x5, and plants between 1'-1.5' ready for flowering. How many plants would you flower in this setup? I've never gotten this far before and I need to figure out how it's gonna work for me and fast, if I want it built in time. Ultimately I would like to have a revolving crop. I think that I can fit 4 plants in there(correct me if I'm wrong) so that would mean 2 plants for one month then adding the next two, after that I move them in as others move out.

4 is about right. But if you're doing perpetual you will have some small plants and some big ones... keep on top of it so the little ones don't get totally shaded. You will have to do some bending and tying back in that little area.
Plan to harvest 1 plant per 2 weeks.
Get your ventilation worked out!

In a small space I would trim so that each plant has only the tops budding. No undergrowth. This way you get huge buds on top and your smaller plants won't be shaded because with only the top one third budding, its easier to handle.
