I beat you to it a while back but you did put some down that I didn't have.:)

You need licences for some to work.

By far the most handy cheat (aside the weapon's and armor) is that when your hood is under attack and you cant be arsed to go back and defend it just get in a police car/taxi/ambulance/pimp car and just toggle the vigilante mission on and off and then your hood will no longer be under attack!:)
