its a slightly stretched seedling - how old is it? it looks fine.
first thing you need perlite. second it's a bit stretched. third you should never partially water a plant. it can cause the roots to turn back upward in search of water. when watering, wait till the soil is almost completely dry then water thouroughly until you get a bit of runnoff out the bottom. finally it looks like your plant is a polyploid strain which just means it has more than 2 growth tips at the nodes. ice from nivana is such a strain.
my advice is to use perite when you repot, also bury the stem to the coytldons(spelling). and try to get the lights a bit closer.
after looking at the pic again it might not be polyploid. i can't tell if those leafsets are at the same node. at first i thought they were but now i'm not sure. it's a bit blurry. sorry if i confused you.

your gonna have to do some reading before you go any further. a node is just the spot where the new growth tip emerges. try to read as much as you can. forums like this are an excellent place to learn this hobby. before the internet it took alot longer to get the same knowledge through your own experiences. now you can learn from everyone here's experiences. it's a beautiful thing!!!
"bury the stem to the coytldons" = this means bury the plant up to it's seed leaves, you know, the first leaves the plant has. and if you don't know what perlite is, it's these small plastic pellet-like things that you add to the soil you are using to integrate air into it.
sorry i didn't mean to confuse anyone. i remember all those terms from high school science class. the 2 tiny round leaves are the cotyldons and if you bury the stem to just below them it will eliminate all the stretch under them. about the polyploid thing, it looks like all the leaves are from the same nodes not 2 from one and 2 from another but i just can't tell from the angle in the pic. the ice i grew had 3 at each node but i have heard of as much as 5 i believe. also, dont forget... PERLITE IS VERY IMPORT IN SOIL/SOILESS GROWS
