The Christian concept of Hell is often defined as a place with absolute separation from God. So, to answer your question, I would say no.
There are some who believe, however, that Jesus was sent to Hell for 3 days following his death. They believe the reason for this was to free other souls who were there as well as to properly pay for our sins.
But God must have some power over hell, otherwise, would the devil be congradulating you for coming to hell "Welcome to hell, you just killed someone, here's a lemonade!" rather than torturing them,?
actually, according to pauls ends of days "which was not included in the bible because of the churches fears" at armageddon jesus will descend into hell and free every soul.
i dont believe in the bible, but i do like to read up on it.
