smoking in ireland is such hard work

why is smoking in ireland such hard work i ran out of soap two months ago and cant put my hands on anything ,even at the best of times all i get is soap and even then its shit , people are so paranoid about introducing their dealers. i have been living i monaghan for 4 years and havent even smelled a whiff does anybody know which would be the best pub to try or can any one give me hope
