1. Attached is the pic of the almost finished flowering cabinet. Mylar tomorrow and a more flexible duct. Then the wife is making me a drape for the front like doors with velcro... On the bottom I put a sprout light... This pic is for a friend to view from his computer (as requested) so he can see the setup.
2. When do I go to flowering on these babies?

Those plants look great!
I'd start putting them into flowering. Just be careful about light leaks. I don't think a drape will block all light. If any light touches your plants during flowering BAM! Hermaphrodites/Shitty harvests!

I am going to mylar the entire box first. The drapes/doors only go on the front so I can access... They will also be lined with mylar. It will be TOTAL DARK when I go 12/12. With a velcro door.

given the size of your pots and the limited space you have going vertical, I would say you can and should flower sometime in the next few weeks or you will have a time with trying to tie the plants away from each other so they don't grow into themselves. You have some thick bushy growth so I would flower soon.
Also, what is the deal with the air cooled light above? It doesn't look like it is on, but you have a smaller flourescent light that is giving them light right now correct? I would recommend switching to an HPS light or maybe use the one that is hanging above if it offers more light. You were probably already going to do that anyways.
