can anyone tell me if these are good products?

So I'm finally about to start picking up the lights and stuff I need so I can finally get my first grow started.

I was just wondering if anyone has used this cool tube from maryland hydro it seems like a great price for only $59:

also I was considering getting a ballast from hidhut.com. They had some great deals on digital ballasts is anyone here using one? I just dont want to buy an inferior product, but this seems like a great deal also for only $129.
