I'm in korea, and I only know a little bit of the language. I bought a 220V, 25W CFL. It says it's 150W regular bulb, and it's 66.2 lm/w.
I bought 3 of them for my 2 sprouting plants. Is that enough light for now?

It is enough for now, but you are going to want to get a few more over the next couple of weeks. Keep the plants with in about 2 to 3 inches from the bulbs and get a small fan to gently blow across the bulb and the plants to keep the area cool and strengthen the plants stems and roots.
Do you know what color spectrum the bulbs are? Do they say anything like 6500K or 2700K or cool or warm spectrum. For veg you want the 6500K cool white and keep the lights on either 24/7 or 18/6.

I have 2 plants. How many tubes do i need?
I can get 6400K and daylight, they are different (20,38, 55) wattage. What do you suggest?
2 - 55 watts 6400K for vegging
and 2 35+ watt 2700 K bulbs for flowering
For EACH plant.
so you'll want 4 of each, if you can control the heat.
