2 questions, fluoro's, & re-vegging

hello all. I have 2 questions, a buddy is vegging 12 plants (4 will remain mothers) under 6 40 watt 4 ft. fluorescent lights. I have seen his setup, all enclosed with mylar hanging from the lights, and seem to be growing rather well (approx 1 foot tall each - in dirt). i advised him that hed be better off with a 400 metal halide, and he seems to think he will be fine. Will his moms be needing more light as they grow taller? or is he fine? (well, fine yes, but is he missing out on what could be way better)
#2, one of his plants, (grown from seed) is about 8 inches tall, and he thought it was going to die, so as an experiment took it from the 18/6 room to the 12/12 room (1000w hps) there is one distinct hair (pistle - or giving the impression it is a female) can he transfer it back to the 18/6 cycle without any problems, or just let it grow, which would be better? its been in flowering room for 6 days. thanks for any info, and/effects. much appreciated in advance.

the shop lights are all you need to veg;i will give you proof in a min:move plant back to veg no problem there. if you want to ask about this pics and my setup,ive got flo's for veg and 1000w hps for bud room.

Thats an awesome setup, what type of bulbs do you use? ie. cool white, and what wattage, and how many fluoro's?

i use cool white 4ft flos ,i use 5 shop lights about 1in apart,i use sylvina,,,3300 lumens. i have 6 in another small room i grow clones in,i get these at lowes,6 dollars pack of two,worth the extra...reg,about 4 dollars a two pack,,3000 lumems...Growalot,,LiveFree....
