Help a newb - seedlings under CFL

i've read the faq's, but i'm still not entirely clear what could be going wrong.

i have six seedlings in dirt under 4 26w cool white and 2 26w warm light CFLs. i started the seedlings outside. at about one week of age, they went under the lights. it's now about a week later, and the seedlings haven't really grown at all. the top set of leaves has even started to droop.

i don't have a fan going, but it's not very hot under the lights. i don't think i am overwatering, because there's a lot of room for drainage and it dries out fairly well under the lights.

the only thing i can think of is that i used high-grade organic potting soil with compost, and it's just too much for these little guys.

i appreciate any ideas you might have.
