Specks on leaf stems? / Orange spots?

I took a leaf stem and peeled back the "skin" to see if they were internal or attached. It peeled back with the skin and inside was not infected or discolored. I think it is a mildew or fungus. The specks are semi transparent.

The Seranade and sulphur I used was not effective. I think I will try a potassium bicarbonate soloution. What do you think?

looks like you have a bug infestation,look under the leaves real close for spider mites or thripes

The stalk and leaf stems specks are irregular shaped black to brown in color. Fungus, Virus bacteria? Getting worse!

HELP!

sounds to me like mites.I get the same thing going .Pest control is the next step.
