Pretty basic question, im confused. When a seed first sprouts, is that the actual plant or is that the root? Its kind of hard to plant it being so small, any tips? Does it have to stick out of the soil or rockwool?

Yes :)
Ahem....
when the seed sprouts, it is the taproot?
Dunno if that is the name, but either way.
The taproot is where the plant will start growing, the seed will break away and the root will form faster than the plant at this stage.
That the root and when you plant it should be planted with the root down about 1/2 inch. They will sprout in 2 to 14 days good luck. Bizzy
Thanks guys, I had it backwards. Problem solved.
It sure is hard to keep in the soil though
