funny looking leaf growth very dense

I have been growing in my home for about a year now and every so often some of my plants (1/3) seem to develop an overproduction of leaf matter. Very dense little- little leaves all jammed together -so much so that my colas look like big fat "shaft" of very tiny leaves - the white hairs of the flower are there but as long as i keep these things NO oil seems to produce on them. It also looks like it would be a nightmare to trim.

now i noticed that at the very center of these leaves are what looks like to be a "flower pod" is it a hermie??

If so do they produce any oil or am i wasting my time.
