ok, I presoked a seed for 24 hours, then I planted it in the soil and putted under 24 W 1300 lumen warm white CF, the lamp is allways ON, it's been a week now and no signs of plant are seen. so what am I doing wrong or I just have to wait more ?

you're suppose to let it germinate (Think that is the process; whhere they seed opens) then you plant it
I soaked a seed for about 3 days before it germinated

takes alot longer if you dont do this, I trust you've been watering it in the mean time?
1st off, i never soak seeds. i plant them directly into the damp soil (in the 1 gal pot they'll be growing in until sexing) and they sprout in 3-7 days, depending on soil temp (the higher the temp, up to 75 degrees f., the faster the sprout). success rate is always above 90%...usually closer to 100. i'll list my entire routine next time it comes up...
2nd, you don't need the lights on until they break surface of soil...it is dark underground.
i PUT THEM UNDER THE LIGHT TO GIVE THEM THE RIGHT TEMP.
