I found this site and they've got raw ballasts for a wide range of wattages and fairly inexpensive bulbs too:

I may give them a try as I'd like a 70 watter for a small scrog setup as a little side project. Anyone had any experience with them yet?

Ok, well no one has responded, guess that means no one has tried this place yet. Well, I decided to give it a go. I got the following for only $60 delivered in only a couple days:
2 - 400 watt HPS bulbs
2 - 150 watt HPS bulbs
1 - 150 watt HPS ballast
These guys seem great. I'm looking forward to setting up the ballast in a cabinet this weekend, it came with a good wiring diagram to connect it. If you need a cheap 400 watt ballast, they're only $60 here.

make sure you install the ballast kits in some kind of metal enclosure. this will help protect your house from burning down if there's a electrical short. don't get me wrong, i'm not saying the quality is bad, just the contrary, i'm sure there fine. just be safe, regardless of what you buy. also, make sure the cord from the ballast to the wall and the ballast to the socket are properly sized for the amperage your using.;)
