West Virginia's version of Janet Reno, caught jerking off.

MARCH 20--Meet Samuel McGilton. The 72-year-old West Virginia man is due today in an Ohio court to face a misdemeanor public indecency charge. McGilton, you see, was arrested last Friday for an incident earlier this month at the public library in Bellaire. According to cops, a surveillance camera captured McGilton pleasuring himself while seated at a table in the library's mezzanine. And, yes, he was wearing a dress at the time. McGilton was similarly turned out when cops slapped on the bracelets last week, as can be seen in the mug shots on the following pages. Along with a flowered skirt, earrings, and bouffant 'do, McGilton was wearing red heels when arrested (though the shoes are not visible in booking photos). A police incident report describes the 5' 11", 210-pound McGilton's "method of operation" as "sexual fetishist, wore wig."
