Nope.
Especially in mp3 format.
You need the master recordings. Good luck gettin hold of them..!
Did you mean Bass or just any "track" of the recording ?
If theres a bit of the recording with JUST the bit you wanna cut out, with nothing else playing, then you can, and then you make it into a loop, SO that part repeats, Use cool edit pro, cubase, whatever to do that. You can turn 1 8 second bar of a bassline, into a repeating bassline as many times as you like, could last 3 hours if you got the disk space.

You will probably first have to convert it to a .wav, or something similarâ?¦ As for an editorâ?¦ they can be expensiveâ?¦ but there are decent editors out there for freeâ?¦ snoop around here: http://www.sonicspot.com/multitrackers.html
Good Luck!

Even if reverted back to a .wav The individual tracks can't be taken apart after they've been already been mixed down into Stereo, which is only 2 tracks, left and right.
Maybe if only the Bass was coming out the right speaker, and nothing else, then you'd have NO problem, But as with most decent recordings the sound will all be balanced as to sound natural.

The simple answer is no; however, people have been developing advanced algorithms (n' shit) that are meant for splitting up music tracks that have been bumped down. You can search for it.
