If you are offline, internet explorer won't be much fun.
Weirdo! If you are trying to view web pages offline, you must first be online and bookmark the page and click the button that says 'make available offline' it will then download the page, you can specify how many links deep you want it to go somehow too.

First off, using the word geek is kinda like using nigga: if you aren't one, it can offend those who are.
If you are trying to view web pages off-line, make it a favorite and tell it to be viewable offline, though it'd be a good idea to switch to Mozilla. Two words (of many): Tabbed Browsing.
If you are trying to view folders and that stuff, right-click start and click explore, or click start>programs?windows explorer
