MONTREAL (CP) - The Mounties have busted an international drug ring based in Montreal that allegedly sold, imported and exported marijuana seeds using the Internet. The RCMP says seven people have been arrested and 200,000 marijuana seeds have been seized. The operation began in November 2004 by a special RCMP investigative team that focuses on marijuana. The Mounties will hold a news conference in Montreal this morning on the operation.

i thought it was legal to sell marijuana seeds in canada
It might be because they were shipping the seeds to a country where even possesing seeds is illegal.
Thats what happened with one of the people arrested when over-grow was shut down. He lived in England, but he was still arrested because he was shipping to parts of the world where its illegal.
