right, I've finnaly decided to upgrade to a 400 HPS from my 250. What I want to know is, can I just buy a 400 watt ballast and bulb and use my 250 reflector with them or shall i just buy a whole new light?

I think you should just buy a whole new light :).
i only save £10 either way, i just want to know if its possible?

I think it should.. It's only the ballast that has to work with the bulb, am I right? Go save another 10£ and buy an 1/8:D
The reflector can be used without any problems. Just match the bulb to the ballast and you'll be fine.
